The below listed child abduction is being issued as an Amber Alert by the Independence, MO PD:

Looking for four children abducted by their mother. This is the 4th time
the mother has left the state with the children. Children are in DFS
custody and mother was given a unsupervised overnight visitation and was to return the children to DFS at 2:00 PM today (9-20-08). Mother is scheduled for a custody hearing on Monday 9-22-08 and is in fear of losing her
custodial rights.

Kidnapped:
Kelley L. Riggs age 10, w/f dob: 2-5-98 5.01 tall, 67#, Brown Hair, Blue
eyes Raven SA Riggs, age 12, w/f dob: 11-5-95 5.01 tall, 67#, brown hair, brown
eyes Rhiannon G. Riggs, age 7, w/f dob: 8-23-01, 4.02 tall, 45#, Brown hair, brown eyes Spencer D. Riggs, age 14, w/m dob; 9-29-93, 6.02 tall, 180#, brown hair, brown eyes

Biological Mother/person of interest: Shirley A. Riggs, dob: 11-02-68, 5.05 tall, 115#, brown hair, brown eyes.

May be seen driving: Maroon, 1992 Dodge Caravan, minivan with Mo license MB6-C8M

Possible Destination: Denver, Colorado or Oklahoma

Has previously taken the children to: New Mexico Oregon

Why was she allowed unsupervised visits, looks like DFS is at fault, she had a history of running off with these kids, and was allowed unsupervised visits, just because you give birth, doesn't make you a mother, there was a reason she didnot have custody.

And she has these kids why???? There had to been reason/cause for them to be taken into DFS custody in the first place and if she has taken them before why would DFS let her have unsupervised visits?? Sounds like DFS is at fault here they should be protecting her children from her! Its always the children that suffer!

this sounds like a sad situtation for the mom and the kids but if this is the fourth time the mom has left state with the kids then DFS shouldnt of let her take the kids it sounds to me DFS is at fault for all this on there part
