Hurricanes testing how well states learned from Katrina:

BATON ROUTE, La. (AP) _ Referring to Katrina, Kansas Governor
Kathleen Sebelius said:

"It took people drowning in the streets to get a wake-up call.''

With Gustav nearing, almost 90 percent of the population paid
heed as New Orleans Mayor Ray Nagin issued an evacuation order.
There weren't any repeat scenes of dramatic rescues in the city. It
also helped that the levees held.

Nagin said the city ``executed this time at a really high
level.''

Residents returning over the weekend and lining up for relief
supplies agreed.

They may have been inconvenienced by evacuating, but were glad
to get the help from the Kansas National Guard and others.
