TOPEKA, Kan. (AP) _ Recent incentives offered by Kansas Speedway
to help it win the contract to manage a state-owned casino in Wyandotte County didn't sit well Wednesday with the chairman of the
state board that makes the selection.

The Lottery Gaming Facility Review Board heard from its consultants and the four applicants for the Wyandotte County contract.

Last month, the Speedway offered to seek a second NASCAR Sprint Cup race if Kansas Entertainment gets the 15-year management
contract. It also promised to build a road course in its infield, have a
Grand-Am Rolex Sports Car race there by 2011 and to host an annual
rally of recreational vehicle users that would generate millions in
revenue.

But Speedway officials now say those enhancements hinge on its securing the contract to manage its proposed Hard Rock Hotel and
Casino, a $705 million complex.
