There's a new controversy heating up within the ranks of the Topeka Fire Department.
Council members are getting their first look at a charter ordinance change.
It would allow Fire Chief Howard Giles to hire firefighters from outside the department.
Local union firefighters say working their way up through the ranks has been a tradition. They say it's another case of wanting the chief to work with the firefighters.
