Scenes of people stranded by floodwater in New Orleans prompted government action in Kansas.

Governor Sebelius has ordered the state's emergency planners to identify people in large cities who would be unable to evacuate after a disaster or terrorist strike. Reasons could include physical disabilities or lack of transportation.

It's part of a review of the state's disaster response plans, prompted in part by Hurricane Katrina and its aftermath. Sebelius labels the Gulf Coast storm a wake-up call for Kansas residents as well.

Speaking Wednesday, at the start of the state's emergency preparedness month, the governor outlined steps that citizens can take to protect themselves in disasters.

Among them, assembling first-aid kits, gathering food supplies and making duplicate sets of vital documents.
