Officer Fired for Misconduct of Woman Taken into Custody Save Email Print

A Shreveport Lousiana police officer has been fired after an incident in which a female prisoner taken into custody on suspicion of DWI wound up lying on the police station floor in a pool of blood.

Much of what happened was recorded on a videotape, but there is a gap ofundetermined length. During that time, the woman was believed to have been injured. She said she was beaten up, the officer said she fell.The woman, Angie Garbarino of Shreveport, was argumentative when she was brought to the DWI unit's office last November. The videotape shows she did not want to listen to Officer Wiley Willis as he read her rights.

She was insistent on making a phone call and said so repeatedly. At one point, Garbarino mentioned the names of attorneys and a police officer she wanted to contact. She tried to leave the room but was stopped by the officer and then handcuffed, the videotape shows.

The situation escalated, and the videotape shows the officer push the woman against the wall; she fell to the floor crying, telling him not to touch her.

Seconds later, the tape is turned off. It is not known what happened while the tape was off, but when it was turned back on Garbarino was lying on the floor on her side in a pool of blood. Willis turns her on her back and tells her, "Lay down; don't move."

The officer leaves the room. Another officer came in shortly after that to
look at Garbarino and then left. At some point, a Fire Department ambulance crew was called. They took her to the hospital.

Garbarino's lawyer, Ron Miciotto, said she suffered a broken nose, a severe cut on her forehead, two broken teeth and bruises on her arms and shoulder. Pictures taken of her later show two severely bruised eyes, as well as other bruises.

Willis was fired earlier this month for what officials said was his handling of the incident. No criminal charges were filed accusing him of injuring the woman.

Garbarino faces trial on charges of DWI and hit and run driving. She will
fight them in court, Miciotto said.

they fired him becasue the police department wont have to deal with litigation! the suspect can still sue the cop in federal court and get as much money as possible. cop probalby did what he had to? suspect fell and busted her face since she was cuffed! not tryin to defend just trying to make reason! everybody is out to get the cop,pople here passed jugment already before he found guilty.

Why was the cop not charged?? What's good for the goose is good for the gander! I want to see a followup story of the fate of the cop. If I were that woman's husband or family, that cop would be toast! What a disgrace to all cops! America is really losing its reputation for this kind of injustice.

Maybe the day before yesterday this cop had to scraped up some kid's brain and bicycle off the street and had to go tell a mom and dad that thier baby was all dead because of a hit and run drunk driver. Not trying to defend the cop so much as to point out that she might have caused some damage to someone herself.

If she fell face first while handcuffed in the back , she could have broken her nose which accounts for the black eyes and broken teeth. Bet she'll think twice before she decides to drink and drive again. Watch she'll go free on the DWI just because of this.

Restraint is often "necessary". However, look at the size of the woman. Look at the size of the criminal-with-a-badge. One moment she is in a chair and HANDCUFFED already. Then on the floor. You can smell this guy's sickness through the tv screen. Guys don't even get beaten up that badly on those violent fighting matches on television. He couldn't restrain a handcuffed woman OR kept her from (if you believe him at all) hurting herself. SCUM.

What he doesn't face charges for beating a woman because he is/was a cop!?! That's ok because I hope that woman sues him so bad he blows his own brains out. That must be what they mean about the "zero tolerance zones", there, even a policeman cannot beat the living crap out of a helpless, handcuffed, AND drunk woman. Way to go tiger, what a man.

Jt there is noway in heck she could have gotten hurt in a innocent manner. Look at her face she was punched and beat. Is that a innocent manner to you? Let that happen to your mom,wife,daughter and tell me that all happened in a innocent manner, or could have been done in a innocent manner. Karen walk a day in my shoes your shoes what ever. Why would you ever shut a tape off? That tape is there to protect BOTH parties...seems if he shut it off he had something to hide...combative or not no one deserves a beating like that...cops like that need to serve time with the people they've put in jail and then they will learn that just because they wear a badge doesnt mean they are above the law. We have many good cops and bad ones like him make it harder for the good ones. I hope this guy gets his just reward by losing his job and going to jail so bubba can show him how it feels to *fall* down and get hurt...but alas he's a cop and probably wont even get more then suspended with pay and a slap on the hand...someone needs to step in here...maybe thats why people dont trust the cops anymore is stupid antics like this, which is sad cause theres alot of good cops out there.

I understand what JT was saying. Unless you have been a cop or been on a drive along you can't possibly know what they go thru, however Ashley, if you read the rest of JT's comment you would see that he said she MAY have been hurt in an innocent manner.Not that the officer had nothing to do with it. He did also say that the stopping of the tape seemed suspicious and there was a lot of explaining to be done. You really ought to walk a mile in a police officers shoes first and then you may be able to understand what they go through every day of work. I do also believe that there are alot of corrupt cops out there that need to be fired also.

This man is a pig. I feel bad for his wife if he is married, imagine what he does to other women. He should be prosicuted. But I guess if you have alot of money or are a cop you are exempt from the law.

To the patrolman, JT, who responded at 12:34pm: I hope to God you're not an active member of law enforcement. This person was beat mercilessly and you have the audacity to suggest that while the tape was turned off (by the officer) "she could have gotten hurt in an innocent manner" . God help us all.

From experience as a patrolman I know drunks can and do get violent and at times need to be restrained so this is what may have happened. She could have gotten hurt in a innocent manner but the fact that the tape was turned off is kind of hinkey to me. I'de say this officer had a lot of explaining to do.

Ok "George" your comment about "That will teach you to drive drunk. I'd like to see more of that kind of justice!" is just as sick as the cop that beat that lady up!! No reason for that camera to be turned off the camera's are there for our protection as well as the officers. If he has nothing to hide then why did he turn it off? Her injuries were more then you could ever receive from a fall. The officer should have charges brought against him.

There is no doubt that this individual should face charges. This is not a new problem in jails. It is only getting this attention because it happened to a female. This is the sort of thing goes on, on daily basis in jails across the country. Men get treated like this, and are more often then not expected to "be a man" Some men do act up and need to be physically handeled. However, all men are not animals. The majority of us are decent people who made a mistake and are going to pay for it, through the court, But we are not hardened criminals nor should we, or any human be treated as such. It is time for the POLICE to be POLICED. Should a person in jail for for being on the beach after hours, be treated the same as a person for murder? Of course not, but they are. It's a problem that is well hidden from the public eye, nation wide. once in a while a clip makes it out to a media source, it gets 20 secs of air, then it is forgotten, Then it's on to Brittany Spears. It Is A Problem!!

The lot ought to be fired and prosecuted. I can tell you the problem: it's law enforcement. That's all. Law enforcement by its very nature is unconstitutional and excessive. Any other guy would rightly serve prison time for this but not cops, for some reason. The concept of law enforcement allows these monkeys to bully, beat and kill people. How is that in anyone's best interest?

The video doesn't show any unwarranted aggression by the officer, however the important parts are left out. I think one of her head injuries came when she jerked away to make a scene for the camera before he had finished cuffing her, and so he responded to her resistance by pushing her back to the wall and that's when she hit her head and fell down. Can't fault the officer for that, but next she goes all hysterical and screaming when the officer's just trying to get her to sit in the chair. The first of the short clips before the "gap" in tape shows her in the chair head down, where she's nodding to what the officer says, but then the next short clip she appears hysterical and wailing again. I'd say the lady was drunk and making a scene to the camera, so he turned it off. The officer hadn't done anything wrong up till then, and the camera comes back to her face down on the floor bleeding. The officer had to get the bald cop, and he called the medics. No interpretable fault.

That cop that did this to that poor girl is punished how? Suspened WITH pay! Why do we as citizens take this crap from the cops? When cops are being punished we as citzens should not have to pay for them to go on paid vacation.If you did this at your job what would you get a paid vacation? The police officer should have faced criminal charges. There is no way those injuries she has sustained could have been from a fall. The victim should sue the state, and should also be exempt from the charges she is facing for that officers intentional abuse of her and the law.

The tape should have told the truth about what happened, if the tape was cut. Then that can only mean wrong doing, i am sure if the role was reversed and the officer was the victim the tape would have been in full. Thanks

I'm so glad these scumbag cops are getting held accountable when this stuff happens. Just because they could not prove what happened to her doesn't mean the obviousness of it all cannot be seen. I saw the pictures and video. He beat the hell out of her. In addition to being fired he should face criminal charges. Even if that day never comes this jerk is guilty in the court of public opinion and asshole ways will be forever immortalized on the internet and on those worlds wildest videos on fox...

This is B.S.!! Okay, she was drunk and argumentative. She most likely fell on her face and broke her nose. What evidence is there against him other than the missing video ( which could be a 1 sec segment for all we know ) and her word? In my opinion the evidence is stacked against her. I really hope every angle and his backround/history was analyzed before this poor guy was fired.
