Leaving Prison
Lawmakers search for ways to help offenders make a fresh start.

A Kansas program that helps prisoners re-enter the world when their prison time is up is being held up as a model program.
When prisoners are released in Shawnee County many have already received job training, counseling and help with housing, employment and drug addiction.
Margie Phelps is with the Kansas Department of Corrections. She says the goal of the program is to keep prisoners from coming back.
Senator Brownback plans to introduce the Second Chance Act this month. The bill would help other states and communities cope with the growing population of prisoners re-entering society.
The Second Chance Act would funnel millions in federal dollars to programs like the one in Kansas that focus on getting inmates' lives in order.
