TOPEKA, Kan. (AP) _ The man charged with killing a 15-year-old girl in Shawnee County and setting her body on fire will undergo a psychiatric evaluation.

Christopher Dwayne Hall is charged with first-degree murder, indecent liberties with a child and desecration of a corpse in the December 2006 slaying of Nacole Winter. He appeared in court Tuesday under unusually heavy security.

The 24-year-old Hall is expected back in court on Dec. 5 after the evaluation is completed. If he is found competent to stand trial, his preliminary hearing will be scheduled.

Winter's body was found last Dec. 14, two weeks after she left Hope Street Academy Charter Middle School without permission. She had been burned from the waist down in an apparent effort to conceal evidence of her assailant's identity.

Why wasn't Nacole Winter's Principal held responsible? Why didn't he help this kid?

what has this world come to. it shouldn't matter if someone has a mental defect, if its a crime like this. all this does is show everyone how to get off with murder. i mean look at jeffrey damer, ted bundy and others, if the court system would have done a pysch eval. they would probably have gotten off to. i would be mad if i was the family of the girl. they deserve justice. she died way to young, and for what?
