Man Arrested For Allegedly Pointing Gun At State Workers

TOPEKA, Kan. (WIBW) - What started as a welfare check had two state workers staring down the barrel of a gun.

Topeka Police arrested 55-year-old David Oats in a parking lot near Helen Hocker Theatre at Gage Park around 3:30 pm Wednesday.

An hour earlier, police say workers with the Department for Children and Families (formerly SRS) were checking a complaint that an elderly woman in the 700 block of SW Westchester was living in poor conditions and receiving bad care. They say a man came out of the garage pointing a rifle or shotgun at them.

Police say the workers left, but the man, identified as Oats, followed them in his vehicle. They pulled into a gas station where people were around and Oats drove on, but was arrested at the park about an hour later.

Authorities say they did make verbal contact with the woman who the workers went to check. She told officers she was okay. Police were waiting for a search warrant Wednesday evening to enter the home to check the living conditions and locate the weapon.
