The case against Malcolm Webber is in federal court in Wichita. He's accused of defrauding immigrants by saying membership in the Kaweah Indian Nation would make them U.S. citizens.
Prosecutors say Webber had been going from town to town telling his story since 1974, and that he crossed a line by selling the tribal memberships to unsuspecting immigrants.
The defense plans to show evidence that Webber was truly interested in helping people, and that he was used by other people who wanted to make money.
