Topeka, Kan. (WIBW) Topeka police have arrested a suspect in connection with the shooting death of a man outside the Whiplash Bar and Grill, 2107 SE California. James A. Qualls, 23, surrendered at the Wyandotte Co. sheriff's Office in Kansas City, Kansas Wednesday.
Second Degree Murder - Intentional charges were filed on July 29, against Qualls by the Shawnee County District Attorney's office.
Shawnee County District Attorney Robert Hecht said it appears that there was a confrontation July 16 originating from a pool game and it escalated.
After it had been broken up and Qualls was being escorted from the bar, shots were fired into the bar, hitting Joseph Beier, Jr. Beier was then rushed to the hospital where he was pronounced dead.
Officers recovered the vehicle Qualls had been in and it was determined the vehicle has sustained damage from gunshots, according to Hecht.
After surrendering to authorities in Kansas City, Kan., Qualls was taken to the Topeka Police Law Enforcement Center where he was interviewed. Police then booked him into the Shawnee Co. Department of Corrections. He's held on $200,000 bond.
