Dowd, Sex Offenders -- SOUND OFF

Judge Matthew Dowd has, on several occasions, departed from suggested sentencing guidelines to give sex offenders lighter sentences -- or in some cases, even probation.

Take two recent cases. Harold Spencer is 76 years old. He pleaded guilty to indecent liberties with two children, one six-years-old, the other seven. Because of his age, lack of criminal record and "family support," Spencer gets to go home on probation. Probation? Huh? Do we really live in a world where someone can do those terrible things to two children and get off easy because they are old? Unfortunately, the answer appears to be yes.

What is Spencer murdered someone? Or burned down a nursery? Does his age, lack of criminal record and family support system get him a free ride then? By the way -- suggested sentencing called for life in prison. How do you go from life behind bars to eating McDonalds with your wife watching football and sleeping in your cozy bed?

Another case, perhaps as brutal as a criminal case can get. 325-pound Christopher Henderson-brown raped a 55-pound five-year-old child. It was so violent, so damaging, the child had to have reconstructive surgery to repair the damage. That literally sickens me to my stomach. He is going to prison, but with a shorter than recommended sentence.

Hey, I'm no judge. I'm no lawyer. But I do have some common-freaking-sense. These sentences are horrible, disturbing examples of a system gone wrong. When you can rape a child and a judge goes lenient on you, that is a real problem.

I am the ex wife of chris and it disgusts me that he did this to our daughter. He was a very large man and she is such a sweet girl, she was kept in foster care for a year and a half and now that she is back home, she is a different person from when she left. Dowd sentenced him to 12 years 11 months with time served. the max would have been 169 months but becasue his priors were minor and such a long time ago eh cut it down by a year. He was not sentenced under jessicas law becasue the offense happened 3 weeks prior to it going into affect. I am happy that he got something at all but dont know what I would have done had he just gotten probation or parole. I just know he will be out of my daughters life until she is old enough to make decisions on her own. she is 7 now and it happened when she was five. I just pray that people will learn from the mistakes this judge has made on other offenders and a more harsh sentencing will occur and thanks to jessicas law it should and will.

Dowd should not be allowed to stay as a judge. He should permanently be removed from his chair. Brad from SIlver Lake said it all. Dowd is a disgrace to the system.

We have many great district judges..Dowd is not one of them. He is a disgrace to the justice system. He has no respect for the law. I voted NOT to retain him last three elections. Check court records at http://www.shawneecourt.org and vote! I would not stand with Dowd at the Great White Throne Judgement for all of the gold in Ft. Knox! There won't be probation, parole, or a pardon for Dowd then!

I think they should be in jail and the Judge needs to be out of the chair. It did not make any sense to me why these men did not serve time. It is sending the wrong message to rapists.

Raping or molesting an innocent child, despite the age of the child, is wrong! Children deserve better than what they are being subjected to in today's society. Parents keep watch over your childen and be an active and productive parent. Ask questions, watch for signs of withdrawal and by all means love them like there is no tomorrow.

Posted by: PS I think it's time to get Mathew Dowd off of that chair and on the other side of the desk. What a sad sad thing for the state of KS. We so worry about everyone's rights, and then this guy has the gall to look these victims in the face and say "oh, lets let them try again". What a sick little man. Karma is a bad or good thing, it all depends on which end of it you are on.

Posted by: Anonymous I couldn't possibly agree with you any more. I myself am a victim of rape. During my trial, the "man" confessed to it all, and said he was prepared to face whatever consequence came his way. When it came down to the closing argument, his lawyer said he couldn't possibly have done that to me, because I weighed more than he did. Verdict: Not guilty. No jail time, no probation, nothing. I don't know what the world is coming to, but when people like these two men you described get off scott-free, it makes me so angry. These men have taken something away from these children, who will grow into women/men and never feel complete. Drug dealers will sometimes get more jail time than rapists. People who commit forgery will get more time than rapists. But when someone rapes ANY human being, they CERTAINLY deserve more than a "Collect $200 and Pass Go" Card. Like you said, we aren't lawyers and judges. But, maybe if we were.. this world would start making a little more sense.

Hey Brian, I'm sure you know who these is. Sorry you got another story like these, But why wasn't these two cases done under the Jessica's Law? I would think both cases should have been.
