The proposed 2009 Topeka city budget has been given to the city council. Members will now review it, request changes and see how it turns out by August 19, the final day action can be taken on the budget.

Click the link below to read the entire budget for yourself, and leave your comments below.

The proposed budget stands at $196,386,216, with more than $36 million required from property taxes. The mill levy to support the budget would be 35.3, which is a 2.9 increase.

City Manager Norton Bonaparte's letter to the council states this is required to maintain crucial services. It does not include any new programs.

It includes a small 1.5 percent raise for city employees eligible.

There are several reductions from 2008 that illustrate the need for the mill increase. Thouse include:

$95,060 reduction from the Topeka Fire Department. There are days that the Fire Department will not operate all 18 companies.

$107,505 reduction from Parks and Recreation. This includes employee overtime.

A reduction of $232,208 from Topeka Police Department.

Maybe they will figure it out after everyone moves out of the city so they won't have to be under their rule. I will probably move to a bordering county of Shawnee county that has the lowest property taxes. I'm not sure if anyone really knows how economics works.

Norton Bonaparte needs to go! He is not an asset to the City Of Topeka. He needs to leave along with Howard Giles who is also not an asset to the City of Topeka Fire Dept. They are both bringing the city downhill every day they are in office.

Topeka should consider out of town customers before they impliment a higher sales tax. Emporia is 6.8 and Wichita 6.3. I avoid shopping in Topeka because of the sales tax and I sure would avoid it if you go higher. Maybe others would get the same idea and you would lose even more business.

you might want to check the document you're reporting from - it's actually the 2008 highlights you're reporting as proposed cuts. *******Brian Quick: I actually just changed the story. Those numbers are from 2008, illustrating why the City Manager wants the mill increase. It was sent here as one document, and I misread it. I apologize for any confusion it may have caused anyone who read the incorrect version.
