TOPEKA, Kan. (AP) _ The Kansas Supreme Court is focusing on the
question of what ``state-owned and operated'' means in hearing
arguments in a gambling case.

The question before the court is the constitutionality of a law allowing four resort casinos in the state. The justices gave no indication Wednesday when they might rule.

The law says the Lottery will own and operate the casinos, but they will be managed by private companies.

The attorney general says the Lottery really doesn't have ownership, as the state constitution requires. The Lottery says it does.

A Shawnee County District Court judge in February said the law is constitutional.
