TOPEKA, Kan. (WIBW)-- Attorneys for Westar Energy and its electric customers are urging Kansas regulators to approve a plan that would raise utility rates for residential customers an average three dollars a month.

The Kansas Corporation Commission held a hearing today on Westar's request to recover costs of required environmental upgrades.

Westar and the citizens utility ratepayers board reached a settlement for a $30.7 million increase, slightly less than the company wanted. Both sides say the agreement is reasonable.

The KCC must issue its final decision by December 2nd.
