Commissioners looked past a recommendation from an arbitrator to approve the salary increases.
"The fact is there have been no layoffs of deputies! And my neighbors and my friends and my constituents have been subject to layoffs and they haven't gotten good raises,' County Commissioner, Bob Archer.
"When we have a lack of people and I'm not able to hire or attract people to hire. This community will the ones that will not get the dividends of having enough people here," Sheriff Herman Jones, Shawnee County.
As for potential raises in 2015, Archer said the financial outlook continues to be difficult.
