TOPEKA, Kan. (AP) _ Legislative leaders have adopted a $5 million plan from Governor Sebelius to help southeast Kansas businesses recover from flooding.

The money will be spent on reopening businesses and keeping jobs in afflicted communities, repairing and rebuilding structures and replacing damaged machinery. It will also be used to rent space while original stores and offices are under repair.

The State Finance Council is comprised of Sebelius and top leaders from the House and Senate. The package mirrors similar means approved to help residents affected by the May fourth Greensburg tornado.

The council has the power to spend emergency funds when the Legislature isn't in session.

Sebelius said the action should prevent the need for a special session.
