TOPEKA CITY HALL - Tuesday's quick City Council meeting came with a promise of spending hours, if not days, going through a line-by-line review of the city's charter ordinance. The ordinance, which Mayor Bill Bunten argues is legally flawed and must be repaired right away.. formed the current system of a city manager and weak mayor. More important legally, is under what circumstances the mayor could exercise his veto power if a question is decided by the majority of the governing body.
Bunten and City Manager Norton Bonaparte, Jr. are aiming for a late February completion of the task. Printers would need the final version in time for it to appear on the March 3rd city primary ballot. (The city does want to put out any additional dollars to pay for a special election.)
Bonaparte promised he would review everyone's calendars and choose a review date by the end of this week. Mayor Bunten also asked whether the work session could be covered live on Cable 4.
