A legislative dispute over the budget is jeopardizing the year's final budget bill and a measure dealing with coal-fired power plants. The dispute is between the House and the Senate. It concerns 40 million dollars in bonds for prison construction and $750,000 for improvements near the former Parsons Army Ammunition Plant. Both were approved previously, and both were backed by powerful senators. Many House members want them stripped from the budget.

Budget negotiators failed to reach a compromise Saturday, and the House adjourned Saturday night. Senators wanted to keep working to wrap up business for the year. Upset, their leaders said they may not take up business again this year.

The House convened briefly this morning.
