House Advancing New Power Bill

A Kansas House committee is backing a new plan allowing two coal-fired power plants in southwest Kansas. The Energy and Utilities Committee's decision to endorse a new bill comes only three days after Governor Kathleen Sebelius vetoed their first effort. The new bill restricts carbon dioxide emissions at the plants and encourages increased use of wind-generated power. But it has the same provisions Sebelius opposed, including stripping some of the power from the KDHE Secretary.

Sebelius' spokeswoman says this bill keeps the "worst features of the previous one.. and is still likely to be vetoed. The mandated controls on CO2 emissions would, however, be the first written into state law.
