They can no longer offer the screws to the public due to budget cuts.

Last week there was a rash of stolen plates and sticker decals, mostly from the parking lots of at least six Topeka motor lodges.
You can still use a razor blade to cut an "X" over your 2010 or 2011 decal sticker to cut it into four pieces. That'll make it nearly impossible for thieves to steal or peel it off your Kansas plate.
